Instead of being punitive, the HBO process should primarily be a collaborative process between the city and buildings. 

Geer said she’s “very opposed to raising the city’s property tax levy” to increase revenue, instead proposing expanding the tax base, encouraging more two and three bedroom homes, implementing a vacancy fee for empty storefronts and “streamlining” the zoning code.

“If we’re going to get everything done, we need nuance, we need compromise and we need willingness to listen to each other,” Geer said.

"Transportation is one of the biggest sources of emissions, and I want to start by expanding transit options. ... I want to implement a progressive wheel tax on very large vehicles and households that have multiple cars, then use those funds for transit improvements."
